ROBERT BORKA, DIRECTOR, NAVAL ACQUISITION POLICY OFFICE OF THE DEPUTY ASSISTANT SECRETARY OF THE NAVY
Mr. Robert Borka is the Director for Naval Acquisition Policy within the office of the Assistant Secretary of the Navy for Research, Development & Acquisition (OASN RD&A). His responsibilities include Acquisition oversight of 180+ Department of the Navy (DON) and United States Marine Corps (USMC) Acquisition Category programs, the Navy’s 2 Pass 7 Gate Process, and the Deputy Acquisition Data Steward. Also, Mr. Borka serves as the DON’s Acquisition Policy liaison between OASN (RD&A) and the Office of the Under Secretary of Defense for Acquisition and Sustainment and has oversight of Earned Value Management for the DON.
Mr. Borka is a graduate of North Carolina State University, where he earned his Bachelor of Science degree in Aerospace Engineering. He also earned a Master’s of Science in Administration degree from Central Michigan University. Mr. Borka has received a Distinguished Certificate in Management from the Darden School of Business at the University of Virginia (UVA). Mr. Borka is a member of the Acquisition Professional Community and holds a Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in Program Management as well as Systems Planning, Research, Development, and Engineering (SPRDE), and a DAWIA Level I certification in Test & Evaluation and Production, Quality, Management. Mr. Borka was accepted as a member of the Defense Acquisition Corps in 2010.
Mr. Borka began his engineering career with Anteon Corporation in Washington, DC. He supported the Naval Sea Systems Command’s (NAVSEA)’s Program Executive Office (PEO) Ships Fleet Technical Division, providing critical analysis in the integration of the Joint Strike Fighter, MV-22 Osprey, and MH-60R/S Sea Hawk aircraft onto surface combatants and amphibious ships.
Mr. Borka began his government career in 2006 as the Fleet Support Engineer for Mine Warfare, Amphibious, Auxiliary, and Command Ships (MAAC) Office at NAVSEA. Mr. Borka managed the execution of numerous integration programs and studies for both aircraft and USMC vehicles. In addition to regularly assigned duties, Mr. Borka completed details to Norfolk Naval Shipyard, Chief of Naval Operations Director of Expeditionary Warfare (N95), SEA 21 Business Financial Office, and Anti-Terrorism Afloat Program Office (PMS 480). Mr. Borka became the West Coast LHA/LHD/LPD 4/LCC Senior Ship Manager in 2009. In this capacity, Mr. Borka was responsible for the execution of ship modernization of all LHA 1/LHD 1, and LPD 4 Class ships home ported in San Diego, California and Sasebo, Japan. Additionally Mr. Borka developed and managed the LCC 19 Class Extended Service Life Program, taking these unique ships to an extended service life of 70 years.
Mr. Borka was selected as a NAVSEA Commander’s Executive Fellows Program (CEFP) in 2014. Mr. Borka served as the Special Projects Officer for NAVSEA TEAM Ships; an Action Officer at DASN Ships, supporting Congressional Affairs, Integrated Warfare Systems, Surface Combatants, and Unmanned Systems; Congressional Liaison for the Office of the Chief of Naval Operations (OPNAV) N9, Warfare Systems Integration; and the Navy Manpower and Training Officer for OPNAV N12 as part of his rotational assignments for the CEFP.
From March 2016 through June 2017 Mr. Borka served as the Assistant Program Manager for the CVN74 Nuclear Refueling Complex Overhaul (RCOH), responsible for the planning and execution of the $5 Billion RCOH of one of the world’s largest warships.
Mr. Borka is married to the former Sara D. Pechtel. They reside in Spotsylvania, Virginia with their three children, Katie, Emma, and Abby.
